Looks like a bug in one (or more) submodules - I've confirmed it myself on latest beta 1.3.8.

You can work around by:

  • Download your desired release from https://github.com/ethcore/parity/releases/ (you would probably want to go for 1.3.8 as chain has recently hard-forked)

  • run cargo build --release && cp target/release/parity /usr/local/bin

I have the same problem as the OP.

The response about tags was not clear and it didn't solve my problem. Please be very clear on specific steps to take to solve the issue. Thanks.
