I have already explicitly allowed tcp in and out on port 30303 through windows firewall. Other people were told previously to use geth attach ipc:\\.\pipe\geth.ipc or geth attach http://127.0.0.1:8545, and neither of those have worked for me: I just get Fatal: Failed to start the JavaScript console: api modules: Post http://127.0.0.1:8545: dial tcp 127.0.0.1:8545: connectex: No connection could be made because the target machine actively refused it.

All I want to do is full sync. When I run the geth command, wireshark says that 0 tcp packets are delivered from port 30303. What more do I need to do?
