I have two clients running on a private network, one mining and one not mining.

When I send transactions from the mining node, they get mined right away. But when I send transactions from the non-mining node, they usually time out after 750 seconds, but on rare occasions they get mined.

The non-mining node sees all the new blocks, almost instantly, so it is definitely connected and syncing. Both nodes show up in each other's array of peers. I've tried connecting these two peers using static-nodes.json files or by simply calling admin.addPeer(). Neither method solves this problem.

What could be causing this and how can I fix it? (I'd be happy to provide more information if necessary.)
