I setup a private Clique network with 2 nodes Node A and Node B with usual genesis configuration and block period 0 which seals a block when there are pending transactions.

When I send 200000 transactions some transactions like around 50000 txs are mined meanwhile remain txs are in pending state with Node A. Whereas for Node B there are no pending transactions in its transaction pool.

So Node B doesn't seal any new blocks eventhough there are pending transactions in the network but not in its own tx pool.

In the same state of the network if I send additional 200000 transactions , it syncs the old transaction between two nodes and this time a different amount of transactions are pending in Node B meanwhile Node A doesn't have pending transactions.

It is inconsistent in terms of synchronisation and sealing. Please can you let me know if others face this kind of issue
