Following behaviour on geth clique network with block gasLimit = 7000000

3 TXs of the form sent at once from a single account:

{from: a, to: b, value: 1, gas:7000000}

The only special thing about this TX is that it has gas set equal to block gasLimit.

Although these TXs finally only use 21000 gas each, they can not get mined into a single block. It looks like the tx pool code in geth sums the raw gas values of the transactions when deciding which TXs to include into the next block. Moreover it seems to happen per account only. If transactions are sent from a different account, they can get included into the same block.

Are my assumptions correct? What's the rationale behind this?
