When I make a raw txn using RLP-encoding I note that the VRS values are not deterministic. Sometimes the R and S values can have leading zeros, these get omitted, thus making the transaction data smaller?

Could transaction fees be reduced by iteratively searching VRS values on the elliptic curve until ones with leading zeros are found?
