One possibility is that you are not running the gas price hard fork client and you are syncing to the non-hard forked Testnet chain. From github.com/ethereum/go-ethereum/commit/…, the Testnet gas price fork block is 1783000. You should be running geth v1.4.18 or later - github.com/ethereum/go-ethereum/releases/tag/v1.4.18 . | |
