Modify the CalcDifficulty in Geth to return a static number, then rebuild Geth. Example:

func CalcDifficulty(config *ChainConfig, time, parentTime uint64, parentNumber, parentDiff *big.Int) *big.Int {
    return big.NewInt(0x4000)
