There is a problem in building a private network using Ethereum.

Geth version : 1.8.3 stable OS & Version : windows 10

my scenario is as follows.

1. the genesis block is as follows

2. on the first PC(windows10, 192.168.0.7), the following commands is executed

4. the first PC(windows10) is no problem, on the second PC, however, the following error message is displayed

What is the problem?
